Internal Politics

This is for, what the discord lovingly calls, 'top hat beaver' content and ideas. Mechanics that will be used to flesh out the game over the absolute necessary mechanics of the core concepts. Eventually, as the development of the SOTE project continues, things in this forum may move to the 'Core Concepts' forums as things are completed and what were once future ideas become pressing and more important to develop

Again I think if you start a newly generated world form the Neolithic period you should be able to customize most of your nation your starting race, starting government, starting beliefs, location ect. As you would be the leader of a tribe settling down.

You still don't get it, do you? Thinks happen for a reason, not because the players says so. People of various races live in places because things such as climate, ecology, and evolution. Just like that, people don't just have beliefs because their tribal leaders says so, at least not in most cases. They way they govern themselves is also limited to the ways they are used to.

What did you think would happen if from one day to the next the chief said that the religious and cultural beliefs were now completely different, and that they would govern themselves in a way never imagined before. His people would think he went mad and either ignore or replace him.

Now, that is not to say that you will just be given a polity and will have to make do. There will be many choices of various races and culture, in various places. But they are like that for a reason. A reason other than the player being a god and willing it.

I would have the player choose a race and a government and let world generate with that in mind at the start of the game

No, you can't do that. I've explained it multiple times now. What don't you understand about it?
