The wilderness could only spread to tiles that border it correct. If that is true and we are using square tiles the you can not spread to diagonals beacuse they do not border the square with wilderness forming a plus pattern.

A user friendly way to do this would be have slots on each unit. Have Armour slots and weapon slots. Also have generic templates one for mounted units, one for infantry and one for siege equipment. An example of this endless legends.

I would have the player choose a race and a government and let world generate with that in mind at the start of the game

Again I think if you start a newly generated world form the Neolithic period you should be able to customize most of your nation your starting race, starting government, starting beliefs, location ect. As you would be the leader of a tribe settling down.

So the idea is that certain "great works", would have a more lasting impact on the world, culturally, and that a player could strive for that? Still not exactly following you. These would be large projects that would out last the empire that built them. They would be challenging to create and would...

Civilization Projects

Civilization Projects would be massive undertakings that would change the game well after the decline of a civilization. This would give powerful civilizations goals to do before they decline.

Well, no. You don't get to pick what form of government you are. Not in a direct, simple way, at least. The player is not a god, but the dominant faction of government.
