Strategy games generaly don't work on consols. Maybe it would be possible to put in on tablets in the future but I belive it should not be a focus yet.
Scalability could be useful to have if the problem would arise in the future of the project, so having it in a 2^x range would be good.

I would say you could implement a starting civ, but that would only be logical at the start of the simulation. Like why would a civ suddently appear out of nowhere right in between two others. It sound fun to be able to build towords something like the pyramids. If you can play on a world indefenitly you could then find the structures you bild like 10000 years ago with that one civ you played like 1 year ago. Would create a lot more attchment to a world you played in and make it less like...
